Whenever I need sub-menus, I replace the entire menu ( in staff/include/tpl.body.header.inc.php ) with something else. You don't need to stick to the original menu because it's not really tied to other code. Get your a favorite javascript menu and set it up in staff/include/tpl.body.header.inc.php.
