How can the "Clear IP & Cookie Blocks" button, be modified to substract the old vote as well (and not only delete the cookie and ip)? so someone can reset his vote, by choosing something else?

that way there will be no orphan votes and inacurate results.

You mean "undoing voting"? I never thought about the idea. It's not implemented in the script, so you have to modify the code to accomplish it. You would need to change the way the script saves vote counts.
