Since I’m on a shared hosting environment, I won't have access to the php.ini to make these changes. Can I achieve this using an .htaccess file.

Yes if your hosting company allows you to do so. It really depends on your server. On some web servers, you can use .htaccess. On some servers, you can put a private php.ini in any directories. On others, you can edit per-site php.ini from the site control panel ( such as CPanel, Plesk ) Please ask your hosting company about which method is avaialable for overriding php.ini.
