Just to be clear if I disable the IP block can someone vote more than once or repeatably vote? Just want to make sure.

If you disable both the IP and cookie block, then anyone can vote more than once. If you still enable the cookie block, it will prevent the voter from voting more than once using cookie, assuming that he is using the same browser.
